Two million square kilometres. Twelve million people. Administered, taxed and fed from a single capital — without writing, without the wheel, without draught animals, and without money. That sentence is usually delivered as a list of things they lacked. It is the wrong way round.

Two million square kilometres 0:00

Two million square kilometres. Coast, desert, rainforest, and a mountain range that runs the length of it. Around twelve million people, speaking dozens of languages. It was administered, taxed and fed from a single capital. And it was done without writing, without the wheel, without draught animals, and without money.

That sentence is usually delivered as a list of things they lacked. It is the wrong way round. Every item on it was a choice the system did not need to make, and the thing they used instead was better at the one job that mattered.

Forty thousand kilometres of road 0:39

Start with the roads. More than forty thousand kilometres of them, two main trunk routes running north to south -- one along the coast, one through the highlands -- crossed by laterals. Stone paved where it mattered, stepped where the slope demanded it, carried over gorges on suspension bridges of braided fibre that were rewoven every year by the communities they passed.

Why there were no wheels 1:03

No wheels on them, and that is not an oversight. A wheel is worth having where you have a flat surface and an animal strong enough to pull a loaded cart. In the Andes you have neither. What you have is a llama, which carries about thirty kilos and walks where a cart cannot go. The road was built for feet and for llamas, and it went places a Roman road could not have gone.

The bridge that was rebuilt every year 1:28

The bridges deserve their own sentence. Where the road met a gorge, the crossing was a suspension bridge woven from grass fibre, hand twisted into cable thick as a man's thigh. Fibre rots. So the bridge was cut down and rebuilt, every year, by the communities on either side, as part of what they owed. The structure was permanent. The material was not. The maintenance WAS the engineering.

Along those roads ran the chaskis. Not couriers who carried a message the whole way, but relay runners posted in pairs at stations a few kilometres apart, each one running only his own stretch at full speed and handing off. A message could go from Quito to Cuzco -- two thousand kilometres -- in under ten days. Nothing in Europe at that time moved information that fast overland.

Tambos and the state larder 2:23

Every twenty or thirty kilometres there was a tambo: a way station with lodging, and beside it the qollqas -- storehouses, built on cool hillsides with ventilation cut into them, holding maize, potatoes, freeze-dried chuno, dried meat, cloth, sandals, tools, weapons. Not a market. A state larder, positioned along the road so that an army, a work gang or a messenger never had to forage.

And there was no money, and no market, which is the part that usually gets called primitive. Consider what it actually means. The state did not tax what you produced. It taxed your TIME. A set number of days a year, from every able adult -- building road, terracing hillside, serving in the army, weaving. That was the mita, and it was the whole revenue system.

What a labour tax forces you to know 3:18

Now think about what a labour tax requires you to know. Not the price of anything -- there are no prices. You need to know how many people there are, exactly where they are, how old they are, what each one can do, and how many days each already gave. A tax on goods can be estimated. A tax on people cannot. It has to be counted, and it has to be kept current as people are born and die.

The khipu: decimal, positional, in fibre 3:46

That is what the knotted cords were for. A khipu is a main cord with pendant cords hanging from it, and knots tied along each pendant in clusters. The position of a cluster along the cord is its place value: units nearest the bottom, then tens, then hundreds. It is a decimal positional system, recorded in fibre, and it is the same principle your calculator uses.

The one who animates the knots 4:12

The men who made and read them were called khipukamayuq. The word is usually translated keeper of the knots, but it is closer to the one who animates the knots -- the cord holds the record, and the specialist brings it back into speech. Colour of fibre, direction of the twist, and where a pendant hangs all carry meaning alongside the number.

The counting board and the record 4:33

Alongside the cord there was a counting board -- a yupana, a tray of compartments worked with grains or pebbles. Guaman Poma drew one, next to a khipukamayuq holding his cords. You calculate on the tray, and you commit the result to the knots. One is the working surface. The other is the record.

A standing census 4:55

With that instrument the state ran a standing census. Births, deaths, marriages, the productive capacity of each household, who owed labour and what kind, what each storehouse held. Officials went out and updated it. There was a khipu for a village, and khipus that aggregated villages into a province, and the province into the whole.

That is an administrative machine at continental scale, running on string, without a single written word, and it worked well enough to keep twelve million people fed through bad harvests -- which is a harder test than winning a battle.

The frame is wrong 5:33

So here is the part that gets the frame wrong. We say the Inca had no writing, as though a hole had been left where writing should be. Look at what the Spanish did after they arrived.

What the Spanish actually did 5:45

They had writing. They had paper, notaries, a legal system built on documents. And for decades in colonial Peru they kept using khipus. They would summon a khipukamayuq, have him read a cord aloud, and have a scribe write down what he said -- for tribute accounts, for what a village owed, for disputes about what had already been paid.

You do not do that with a system you consider inferior. You do it when the knotted record is the only place the number actually is, and is more reliable than anything your own administration has managed to produce. Indigenous officials went on keeping accounts in cord under Spanish rule, because it was the working instrument and the paperwork was not.

What else the cords may hold 6:30

There is a further question, and it is still open. Every Spanish chronicler who described khipus said they held more than numbers -- histories, genealogies, songs, law. Some of the surviving cords do not fit any numerical reading. Whether they encode language, and how, is an active research problem, with databases of surviving khipus and pattern analysis being run against them right now.

The honest limit 6:57

And here is the honest limit. We can read the numbers. We cannot read the rest. Around a thousand khipus survive, out of what must have been an enormous number, and almost all of them arrived without the one thing that made them legible: the specialist who could animate them. The cords are intact. The reading was in a person.

The machine was repurposed 7:21

The machine did not fail. It was repurposed. The Spanish kept the mita -- the labour draft -- and pointed it somewhere else. Instead of road and terrace and storehouse, the days you owed were now owed to a silver mountain, and the redistribution stopped. Same obligation. No return on it.

The census nobody rebuilt 7:43

And they never rebuilt the census. Colonial tribute rolls went years without correction, so villages paid for people who had died, which Guaman Poma wrote down province by province. The instrument that made the Andes governable was still there, in cord, and the new administration could not run it.

What was actually lost 8:03

It is worth being precise about what was lost. Not a technology -- the knots are still here, in museums, tied exactly as they were tied. What was lost was the training, the office, and the standing that made someone a khipukamayuq. A record survives only as long as somebody is still taught to read it.

The bridge is still rebuilt 8:25

One of those bridges is still there. A community in the southern Andes still cuts the old cable down and weaves a new one across the gorge every year, out of grass, by hand, the way it was owed. It is the last one, and it is the only part of the machine that never stopped running.
